MCPE-79133Hoppers under soul sand do not pick up dropped items.
In the process of building a shulker box search engine, I discovered this bug. If I am not mistaken, soul sand is supposed to be slightly shorter than a full block, and thus allow hoppers to pick up items resting atop it.
