It works correctly in 1.16.20 on my device. What kind of biome are you looking out at? If it's a desert, no rain falls there.
This might also happen if you're using an improperly built texture pack. Can you reproduce it without any packs active?
Does it happen in other worlds, or just this one? Is this a single-player world, a multiplayer world on your device, or a world you're joining on a server?

I posted two images of the bug. I am in a plains biome, and don't have any texture packs active. It happens on all worlds, single-player or multiplayer. I could post more pictures if needed.
As explained, I found an earlier report of the same issue and resolved this report as a duplicate. You can add your vote to that issue and watch it for further activity, including a fix. You could also add information to it for the developers, but I think it probably gives them everything they need already.
