Sometimes, when daylight hits, regular zombies and skeletons walk around all day in sunlight (confirmed no rain) and do not light on fire like they should.

Confirmed in the realm that I play in as well. It doesn't happen all the time, but quite often you will see zombies or skeletons walking around in the daylight without being on fire.

However, this issue has been closed as Cannot Reproduce.
We were unable to reproduce the problem you are describing in the latest version.
