Having this problem as well. When other players sign in, the parrots that are tamed to me will teleport to them as if they tamed them. They remain in place when told to sit, but teleport the next time anyone signs in. This is on Realms, and at least Xbox and Win 10 editions of BTU.
Additionally, parrots sitting on shoulder are preventing being able to enter a nether portal (doesn't matter which direction you are going).
They were teleporting to me on login too. Ended up killing my parrot just because it was such an inconvenience so it might as well not be in the game at this point since I can't use them properly.
