I've managed to make it consistently work and break.
The issue isn't in the User-Agent header, it is in cookies.
One time it worked for me and when I looked in the request some cookies were sent.
When I remove the cookies from the request it always responds 403 and when I include the cookies it always works and I get the page.
The cookie that breaks it when I remove it is "ak_bmsc". It's some long base64.



Same issue. Tried all possible combinations of linux, windows, firefox, chrome, edge, curl, ...
Still 403 Access Denied.
Also stops me from migrating my account and thus prevents me from playing the game.

Manually adding the user agent header doesn't fix the issue.
Also curl by default sends "User-Agent: curl/7.81.0".

The "fix" by Mojang Studios doesn't work and honestly doesn't really make sense.
