Yes, some of my tools have mending and they weren’t being healed either. I eventually put them in a chest to see if that would work and I still wasn’t receiving XP
It shows that I’m picking them as they disappear, but they aren’t applying to level or weapon.
It does it on both. The tool acts like the xp is being applied but it isn’t
