Flowing Water Turns into Water Sources When Loaded via structure blocks
I've uploaded my resource pack into Dropbox and changed it so it's a direct download link. Then I entered the same website address into "resource_pack=" in the server.properties file. Whenever any body joins, it requests them to download the resource pack and install it. Even if they accept, the resource pack doesn't appear to be downloaded.
This was also further tested in 1.12 with a 1.12 - Compatible Resource Pack, this was not the case. I tested a 1.13 Server with a 1.12 Resource Pack, even though it was incompatible, the resource pack still downloaded.
I tried the opposite, A 1.12 Server with a 1.13 Resource Pack, it didn't download. I checked the link and re-uploaded the file multiple times, but no solution,

AlSh_7i, the player would be able to escape the end by running a command.

No, This doesn't occur with solid blocks, and i forgot to say that the fences become waterlogged after that
I am not a 100% Sure if I posted this in the correct location, But Minecraft: Java Edition was the closest I could think of as this is related to it
It does work correctly on older versions but it doesn’t on 1.13+ versions
I’m not sure though where does this issue come from, it’s either from the client-side (The game itself) or from the server.jar
It still didn't work, I don't think the problem comes from the dropbox link, because it will take forever to request the download and the server will be unplayable if the link was broken

This feels like it is a feature suggestion, and not a bug report. Well maybe Mojang hasn't thought of that yet and you could suggest it at http://feedback.minecraft.net/
Sometimes even rain appears in the nether when the chunks are unloaded, which seems very strange.
This is what it's supposed to happen. It Works As Intended
But this shouldn't be the case, if a player accidentally executed /spawnpoint while he's in the end. He might need to go to the in-game files and change the player's position from the .dat file. Which will be problematic for non-technical players.
