My internet is good and i have no problems with it but yesterday i noticed that when i open Minecraft launcher my network speed decreases 10 times to around 1MB per second. Websites like speedtest.net confirm that, also if i'm downloading something in steam and then open MInecraft i instantly see download speed slowing down and in task manager networg usage drops from 99% to 10-15%. Closing Minecraft and Launcher instantly restores network. It did not happen a week ago
I tried:
Reinstalling MCL
Deleting .minecraft folder
Reinstalling Java
Deleting recent Windows update
Reseting IP configurations via PowerShell
Updating network adapter drivers
Switching from Ethernet to WLAN
Switching to different network (other wifi)
Restarting some servicesNothing helped and i culdn't find any information about that problem. I'm not sure what exactly is the problem, but after checking i'm pretty sure that my adapters and network is fine. I just know that having MCL or MC open decreasing network usage on my PC.
Because of that hosting Minecraft server is became impossible since when connecting via external IP players and myself are timinng out after a minut. For that minut while they are on a server chunks are loading incredibly slow and by the time they are kicked there are in total of like 5-10 chunks loaded for them.
When joining other servers (like Hypixel) my ping is normal but my client clearly doesn't recieve updates frequently enough (players teleport, chat messeges appear in batches etc.)

Minecraft itself does NOT cause this problem, so it's possible to play on servers if you kill MCL via task manager.
Opening MCLand/or MCforcefully decreases network usage on PC

Hello!
1. No, having Steam open doesn't affect this, but after posting the issue i noticed that having probably any other game also limits network usage. So right now i'm not sure what to make of that. If now you think that this issue is not MCL fault then i'll understand and try to investigate my problem further. Sorry in advance.
2. I didn't notice any differnce between Wi-fi and cable. Plus i didn't notice any difference using different Wi-fi sources.
3. launcher_log.txt
It turned out that on my laptop there is a "network boost" option that apparently detects when any game opens and priortizes it above everything else. I'm really sorry for wasting your time
