This happens when a wither/wither skeleton hits you and damages you with the wither effect. Apparently this also damages the armor while the wither effect is still happening.
How to reproduce:
1. Get some armor and equip it.
2. Get hit by a wither/wither skeleton.
3. You will see that your armor durability is going down despite the effect is the only thing that is damaging your health.

Edit 1: A potential workaround is to have the unbreaking enchantment on your armor pieces to negate armor damage since it apparently counts as damage to armor, however it isn't guaranteed to work since the enchantment is by chance of when the armor can possibly be damaged.

Luckily poison doesn't damage armor as I tested that as well. So you don't have to worry about witches destroying your armor.
Correction: On the 1.19.40.24 beta/preview, the bug is not present. It still happens on 1.19.31 Hotfix though.

@SeaOfPixels If this is WAI then it should not play the pull up animation until after whatever time it can start blocking attacks so it doesn't just lift up the shield to find out it won't work right away.
