This is not a bug this is how it is designed for Pocket Edition so that the reactor creates a challenge for you as you collect the items it drops.
Played around with hoe in creative on 0.6.0 on an Ipad Mini with no seeds falling below blocks.
and once again I am proven wrong. happens in this Youtube video http://youtu.be/QsQN3ad2vhU?t=12m36s close to time it will start on at link. Possilby just a random glitch not really sure. :/
