Quizás estás usando "Windows 10 (home/Pro) N" yo la instalé y tuve ese problema con todas las aplicaciones UWP de la tienda.
I tested removing the server.properties, but BDS is not able to regenerate it properly, only writes a few lines instead the entire server.properties lines.
