Whenever you died in older version of minecraft, your items would spread far and possibly save some of your items from ending up in lava if you went in feet first. However, in 1.13 multiplayer and 1.14 singleplayer and multiplayer, items stop spreading far and just directly drop below your feet. This can be game changing as if you fall into lava feet first, you have no chance of recovering any of it.1.14 - On death, items will drop straight below your feet without spreading at all.
1.7.10 - On death, items will spread far enough to save items from lava or fall damage.
This bug has been around since the 1.14 snapshots, but i cant access older versions on the list. Its still occurring in 19w34a, 19w35a, and 19w36a.
Screenshots show a good example below of both versions, and to note items have spread properly in all older versions from 1.0-1.13.2.

Itemsdon'tspread faron death since 1.13Items stopped spreading far
EDIT: Turns out this was a bukkit/spigot feature, implemented into vanilla. I dont like this feature but since its a community choice, ill leave it up to the devs. I think the event is called ItemMergeEvent.class, and it kinda ruins some gameplay features of my server.

OH MY GOD THANK YOU SO MUCH FOR FIXING THIS
This oddly specific bug was actually fixed in the latest forge install for 1.14.4, even with no mods. If you're willing to give up optifine for it then go ahead.
This is intended
You need to re-login from the launcher, then it should work.
Can confirm. Even with a 0ms connection (running the server off the same pc I'm playing on) I will fall through the world for at least 1.6 seconds after traveling dimensions or joining the server. Players with higher ping on the server experience it for longer.
