To set a block, for example a dropper, with an orientation facing up, down, north, south, east, or west, in 1.12.2 you would do it like this:
/setblock ~ ~ ~ minecraft:dropper 3
in 1.13pre-7, you would do it like this:
/setblock ~ ~-1 ~ minecraft:dispenser [facing=south]
but there is no way to set the data value of an existing block to a certain orientation?
I have tried things like /data get block ~ ~ ~ {facing:south} and /data get block ~ ~ ~ [facing=south] , and nothings works! By putting the [facing=south] next to the dispenser, it implies that there must be a data value for it, but there is not.To set a block, for example a dropper, with an orientation facing up, down, north, south, east, or west, in 1.12.2 you would do it like this:

I have been playing in the 1.14 snapshots since yesterday (Started world in
18w45a, moved it to 18w47a just minuits ago), had just gone to the nether, and made a nether wart farm. 100 blocks south of the nether wart farm, above an ocean, I found my nether warts without the soul sand floating above the ocean. As I moved closer to the floating nether warts, they all popped into items and fell except for one. Then I noticed that water blocks were "breaking" nearby, as can be recreated by using "/setblock ~ ~ ~ air destroy" while standing in water. They showed water breaking particles, as if they were actually being broken. I do not know if any of these things have any relation to each other, but they accrued in the same spot. The below screenshot is of the last floating nether warts and a water block breaking.

I placed an enchantment table at -18939259 63 -20000004, and whenever I circle around the corner of -18939261 62 -20000005 that is closer to the positive sides, the book circles around as if it is in that location. What I expected was that the Enchantment Table's Book would spin around when I went around the enchantment table.
Also, whenever I stand in the block -18939261 62 -20000005, -18939261 62 -20000005, -18939260 62 -20000004, or -18939261 62 -20000004, and run "/particle flame ~ ~ ~ 0 0 0 0 1 normal", it places the flame particle in the same point that I could circle around for the enchantment table's book to spin. What I had expected was that the particle would be directly at my feet.
I put these together as they seem to be related. Both of these can be re-created pretty much anywhere in the world, just in different relativity.

I guess that it makes more sense for me if when all damage values are removed, that all damage values go into data values, as the [] are used for selectors usually, not for data. But it would be useful for lots of people I think to put all block information into the [], as the /execute store does not work for blocks, and even if it did, you could not use it to store it then set it into the same block after it has been changed into a different block. It seems as if it is a missing feature, as this /execute store command only works on entities.
The pillagers also like to fall into the ravine without being pushed. This may be caused by hostility towards a villager, or just broken AI
The illager beast likes to not move very fast in water, as in it is very slow in water.
I wasn't done yet, and also, I'm talking to a robot now...
