this is an real isseu for server owner's because it is causing problems.
i have a survival server on spigot (latest build) and it is very damaged by just this bug almost every tree is missing a chunk.and it's looking very stupid

cant confirm it for 1.13.2 and not in spigot either that was the biggest problem
