(Sorry for my delayed response). First off, this is my first time using this site, so if there's a way to directly respond to you, I couldn't find it.
Anyways, to answer your questions, it does occur on the newest version of the launcher, (in fact it just happened now), I have not attempted to install older versions of the launcher, my Xbox, MS store, and launcher account are not the same, and I have tried to sign out and back in, but that doesn't seem to work. Xbox and MS store should be up to date, I have not tried to re-register the MS store, and I should have enough space on my disc drive. I have no clue what "Xbox Identity provider" is, (I'll check it out after I finish writing this), I do use a VPN, but I'll check for any "incompatible software". And I don't think I can provide anymore repro steps.
