When I customise super flat, the ground starts flashing and when I place a block, it does not appear. Same principle applys when I dig a hole. It happens when I first spawn into the world. What is going on?

I have tried it in a world that has cheats enabled and it worked. But the world which I got the error in said that cheats were enabled. I have a feeling it could relate to
MC-87504because this issue and the other occurred in the same world.thank you
