Hey, is that your server? think this server is modified by plugins or it has low tps.
Don't use aternos, choose a better hosting or a server core (YatopiaMC or SSSpigot for example) and write a reports to the server core creators/hosting team, not a Minecraft bugtracker.

hey, does this version work on vanilla client? you just have Optifine installed: "OptiFine Version: OptiFine_1.8.9_HD_U_L5
OptiFine Build: 20191204-143016", i think you can reinstall Optifine. And it will work.

i think this is a game mechanic, not bug. and this maybe the reason, since it's a component of redstone.

no, other falling block entities like sand, gravel and etc. cannot float over water sources with "bubbles", because of this, i think this a bug.
Yes, I think the dripstone should be solid in water with “bubbles” or it should be destroyed.
