i havent changed anything on my minecraft server
this issue is also occuring in private world so i beleive it is a bug/glitch with the new 1.19.60 version of minecraft and so is occuring on servers also
i will ask for one of my friends to record and send me a video of the issue since i cant do it myself now due to my school schedules
(edit) also, when you look at someone who teleported using a pearl or the command, you see the particles under his feet as if he was moving but he is stuck in place, on the client side (the one who teleported), he actualy see himself moving and see the other ones not moving, almost like if the game suddenly freeze for everyplayer but they each individualy see themselves moving
