Rideable skeleton horse can be spawned with `summon minecraft:skeleton_horse ~ ~ ~ {Tame:1}`
Noticed same problem. Looks like mobs are spawning underground only
Met this problem too. Maybe somebody could finnaly put an eye on this bug?
@IonicEcho it's 2.6 Gb world. What setup do you want me to provide? It's just world been migrating through several MC version
@IonicEcho Manipulation with MCCToolchest helps. Also error described in https://bugs.mojang.com/browse/BDS-2772 doesn't show up when stopping the server with 'stop' command.

If only there was a chance to run multicore!
This problem is a thing since long time ago. And latest 1.19 bedrock dedicated server sometimes stuck on downloading resource packs. No matter of client. The only thing helps is restarting the server... Really tired of restarting server with every new member come in for years...
Same on BDS after updating to latest version
