I dare to believe it is not intended that anything leashed is bouncing around when playing "hangman" or trying to reach the anchor point instead of climbing out of a flowing stream.
Cows, chicken, pigs, etc try to reach the fencepost you tied them to.
If there is a stream, other mobs or they're hanging down, they won't stop moving and move exclusively towards the fence or play yo-yo.
