Command blocks with delay don't execute unless they remain powered for the delay duration

Changed Description:
Visitors can break entities in realms. The visitor description states "Visitors can freely explore your world, but cannot interact with blocks, items, or entities. Trust Players Off." This bug has been allowing all the visitors who join the realm to grief.

Hello and thanks for the response! I saw
REALMS-5946however my issue is a little different than that bug. When people join my realm and have the visitor permission they can only break entities. The default permission of the realm is set to Visitor, but there are a few players who are set to member or operator, however a wide majority of people are visitors.I'm in the same boat with you Riley. You said exactly what I'm dealing with. I'm paying for something I can't use and I'm afraid to close the realm and lose it all. When I download a backup, my game crashes.
Hey Joshua, so regarding the command block "bug" it actually isn't a bug. It was a feature in 1.17.40. An easy work around to fix it is to add another command block before it (don't change the settings) and than change the command block with a tick delay to a chain block and always active.
This issue just started with the recent update 1.19.31. The issue is same as described above.
The issue is still occurring in update 1.19.50
