It's saying that the game network port is occupied for other process. I think you have the server open twice. One of the processes is in the background and hidden, using the database. When you try to open the server a second time, the application cannot open and decrypt the database because it is being used by the first one. Try to restart the VM (rebooting linux), so that any possible hidden session of the server is closed. You can also check in the running processes that the bedrock_server application is not running twice.
I'm using online-mode=false without issues, and friends can connect to my server without xbox account. Do your children's cousins connect via LAN or internet? Do they receive any error when trying to connect?

I had this problem with an Addon, yFarmcraft, many chickens spawning in the same zone and a terrible lag. I fixed it deactivating the addon.
In the Windows version exactly the same happens.
Yes, I can confim, many gamers stop to playing in betrock server because it hasn't that important feature.
