I found kelp generating above a trapdoor in a shipwreck. The trapdoor was open so the kelp appeared to be floating. This didn't change when it was updated.
I thought that kelp only generates on solid blocks, or possibly slabs. When you try to place kelp on the trapdoors, nothing happens.
As far as I know, this occurs randomly in any shipwreck.

If you stand on top of a stair or slab and place water on it, it will go through. Sorry, got the wrong video. Will change.

If you right-click on a slab, stair, fence post etc. then nothing will happen. The only way to get something to be waterlogged is running the command setblock X Y Z minecraft:oak_fence [waterlogged=true] (I know it's not just oak fences; I was making an example.)
It might be a bit tricky to explain what to do to trigger this bug, so I have a video and an image below.
Water in tall sea grass doesn't flow

Can confirm.

I know, but that is the environment the bug occurred in.
Let's maybe not fix this 'issue'?
OK, well it's fixed for me anyway in 18w21b.
Fixed in 1.13-pre7
No. It only works on multiplayer though, not single-player.
EDIT: OK, now I can't even reproduce it. If a mod is reading this, you can mark it as resolved.
But it's not supposed to flow into any blocks other than air even if waterlogable? If it works as intended, how come water doesn't naturally flow into these blocks it logically should?
I was not, and just tested again. It turns out the dolphin survived for exactly two minutes. Whoops!
I think this is WAI, you might want to destroy something with a minecart and TNT without actually removing the path of the minecart.
