The developers can add "Dry River" biome (on the analogy of "Ice river") with no rainfall. Dry river will be generated on/beetwen dry biomes. However, if the river chunk borders at least one rainy biome, this chunk will have usual river biome.
Regardless of the way of solution, I hope this problem will be solved soon.
