The problem is more than that. From what I can tell, the trees are trying to pick the top block in the y column and grow the tree there. If you put dirt above your tree saplings it will grow up on the top block, like this video shows: https://www.youtube.com/watch?v=8RwkzX5I9Bo&feature=youtu.be
I'm not sure if I should make a separate report for this but it seems to be the same/similar problem.
