This remains present in 1.21.51.02 - Same steps as per the linux ones below duplicate the same problem. The problem is still with the gamerule Keepinventory.
Steps to reproduce:
1. Start the Minecraft server
2. Run "Gamerule" - verify that "keepinventory" is set to "False"
3. Run "gamerule keepinventory true" - verify that the command was successful with the successful output
4. Run "gamerule" and verify that "keepinventory" is set to "true"
5. Issue a "stop" command and wait for the server to stop cleanly
6. Start the Minecraft server
7. Run "Gamerule" - verify that "keepinventory" is set to "False"
Observed Results:
The Minecraft server doesn't maintain "keepinventory" as true after a server restart. This has started since 1.21.50 and has persisted since subsequent updates. This did NOT happen prior to the update - "keepinventory" would persist as true after a server restart
Expected Results:
"keepinventory" should persist as true after a server restart as it used to do prior to 1.21.50
This isn't isolated to a single world and I can replicate this problem on any world I create. That said, this is a link to one of many worlds that I can replicate this problem on:

I do indeed issue a "stop" command on the server - I ensure that the server is cleanly shut down using this command every time.

Funnily enough, I've tried that and it didn't seem to work for me, even when I set the file to read only...

Is there an update on this at all as my server restarted itself and I lost a lot of inventory...

The world uploaded there was created as a fresh 1.21.50 version and has the same problem.
This was also a completely fresh build, not updated.
