This can be done all within the border, without anything but survival mode. I'm surprised this bug wasn't already posted here. I searched for if there is any beforehand.

Use minecarts to get out of world borderwithout placing blocks outside the border.Use minecarts to get out of world border in only survival mode.
This one can be done entirely in survival mode, while in the world border. No need to place any carts or tracks outside the border.
Oh, of course! BOATS! Why didn't I think of that in the last 5 months?!
