No. This is in single player, and I don't think it is caused by lag. I only "turn" the scroll wheel one click, and as I have described, I can also get it to work if I start the game in window mode, and then switch to fullscreen. As long as I don't restart the game.
After trying with four different Logitech mouses, I noticed that the problem was gone when I used my Logitech MX Master. The problem is there with my Logitech Marathon M705, and with my two other Logitech mouses (I can't remember the model name right now).
But the different between the MX Master and the other mouses, is that they all show up in the Logitech SetPoint software, except for the MX Master.
I have no Logitech software installed for the MX Master, but I will try to install the Logitech Options software for the MX Master and see if that results in the same problem.
After installing the Logitech Options software for the MX Master it still works.
I tried changing the settings for scrolling in the SetPoint software, but it don't fix the problem.
The problem occurs with my Logitech Marathon M705 after installing the Logitech SetPoint software.
If I remove the SetPoint software it works just fine.
The Logitech MX Master works fine regardless of which combination of Logitech software (SetPoint or Options) is installed.
