Does this issue occur without using Spigot?
The same problem occurs if you use Craftbukkit in addition to Spigot. Steps to Reproduce:
1. Running server software including Spigot and Craftbukkit.
2. Agree to the eula and exit the software.
3. Run the server.properties file in the server software folder and change online-mode=true to online-mode=false.
Observed Results:{}
If online-mode = false, the 'Zuri' skin is applied, not the 'Steve' skin.
Expected Results:
When changing online-mode = false, the default skin, that is, the 'Steve' skin, should be applied, but due to a bug, the 'Zuri' skin is applied.
What I want to say to you
Hello [MCQA] Zgajak, I have a sincere request. It may not seem like a big deal recently, but I've been really stressed out about this problem. Now I really want to solve this problem. I left questions on the official Minecraft site, wrote emails, and tried everything, but I ended up here, and if this problem is not resolved, there is no place to ask anymore. Please solve this problem. I'll submit anything that requires Minecraft user authentication. Sentences may be awkward because a translator is used. Please understand.
Hello turbo, I'm sorry, but can you tell me what skin was applied when turbo opened the server through spigot or craftbukkit and ran the game in offline mode?

no. If online-mode=true, the skin will be applied normally.
