I am still having this same issue. In my case, my xbox live account is different from my game pass account. The xbox app allows users to use a separate account for purchasing games, I believe this is not accounting for that use case.
I am having this issue as well with game pass. I have tried signing in with both my microsoft store account as well as my xbox live account, and both have this same error message.
