I as well have encountered this bug, first time encountering a bug in any game this game breaking.
The issue I faced is the same as this one. I defeated the final of the 3 Hoard of the Spore portals, on Mythical Difficulty, and saw the cutscene, but the new base for the devourer did not show up on my map. After some exploring I ended up in unexplored territory where a Abandoned Spore Base was located. It was the Devourer Base, however no structures, buildings, enemies or the portal spawned in, and it was an empty location with a Piglin Chest. To my knowledge its stuck in this limbo for now.
Hopefully this is resolved soon. I can provide screenshots if any developer or bug fixer would like some more.
