If you want to make worlds load correctly in 1.7+ you must generate the world in 1.6.4 at least. Not in 1.6.2. It is your problems but not a bug.

I like command blocks and I do lots of things with them! I did a smoke grenade yesterday and today i tried to make a rotating sign. I needed this command to replace signs cause you can not replace the same block even with different parameters!
But when I remove this sign and place it, it works! I use very big clock generator on command blocks.
I looked at screenshot and it is very weird!
