If it's not inteaded then it's a bug. I'm pretty sure they didn't mean for this to happen

I think it's supposed to do that, no matter what mode you are in. If it's daytime you get that message and in creative mode its always daytime
Look at it like this, the nether reactor isn't meant to be used in creative, where maybe beds were (though they can't because it's daytime eternally in creative)
