Resource pack takes over twice the RAM to load. The provided resource pack for 1.12 loads without issue in 1.12. The provided 1.13 resource pack, which is identical except the changes to the resource pack format, requires far, far more RAM to be allocated to load.
Expected Behaviour:
Loading a resource pack in 1.13.*should require the same amount of RAM as 1.12.* Observed Behaviour: Loading a resource pack in 1.13.*took over twice the amount of RAM as 1.12.* RAM usage does not reduce once loaded, still requiring massive amounts of RAM to run.Steps to Reproduce:
- Measure current RAM usage in 1.12.* without resource pack.
- Load provided 1.12 resource pack.
- Measure RAM usage with resource pack to determine approximate resource usage for pack.

During tests, it can take as much as 16GB of RAM just to load without crashing. I've attached the relevant resource packs I used whilst testing.
