Identifies itself as1.19.20. However, the files within the zip are still the previous version.After updating my server with these files it still identifies itself as "1.19.11.01" and gives an outdated server error when trying to connect from a 1.19.20 client.

How did you verify the version was correct, other than the file name?
Hey there, so the issue turned out to be the "SelectedServerVersion" variable that my server was outputting. I'm using Bedrock Management Service (https://github.com/crowbarmaster/BedrockManagementService) and had to manually change the variable in that, then restart the server.
That said, please consider adding the file version numbers to the server executable, would make these sorts of issues much easier to debug!
