Changed Description:
When attempting to use a lead on a dog or tamed cat, the animal will sit (or unsit) instead of having the lead applied.
Similar issue with horses. When attempting to use a lead on a horse, the player will mount the animal instead.
Edit: This happens on worlds that were converted from the Legacy Console Edition. This does not happen on newly generated worlds in Bedrock.

When pet dogs are following a player, they no longer teleport to catch-up. Instead of teleporting, the dogs fall behind and fall out of range of the player.

Also had this happen on the PS4.
1) Applied bone meal to crimson fungus on crimson nylium.
2) The resulting huge fungus replaced some (but not all) of the nearby nether brick fence with nether wart block.
Similar issue on PS4.
It is likely your controller is worn out. The thumb sticks on the Dualshock controllers seem to go bad fast.
This seems to be resolved after deleting Minecraft from the PS4 and re-installing.
