I am having this bug too. This is the first time trying to do Cacti. These bars do not disappear at any point when the cut scenes are over.

That sounds like a different issue completely. You will need to search for an existing thread or make a new one. This thread is about a graphics issue on a particular tileset on PS4, not game start up for Xbox.
