SMP server will not allow the use of a pre-existing map when changing over from a .jar to a .exe (since that's all that was released in the Development Versions wiki page). Managed to find an .exe and continued to have the same problem.
What I expected to happen was...:
To be able to continue my same map with the same players, only with the ability to use horses, leashes, etcWhat actually happened was...:
Internal server error, [SEVERE] End of stream.Steps to Reproduce:
1. Have an SMP server utilizing the Minecraft_Server.exe and an existing world file
2. delete old .exe and add new .jar/.exe
3. Run new file
4. Attempt to join server.Client says this:

[SEVERE] Reached end of stream
Reference -> https://mojang.atlassian.net/browse/MC-15058
With a 1.5.1 world save, the new snapshot will not allow any players into the game, offering a simple "End of stream" when attempting to log in.
However, when using a brand new world save, generated by the snapshot, the end of stream doesn't occur. Therefore I can reason that it must not be something present in anything 1.5.1 or before.
Let's bear in mind that this world save has existed since the early 12w snapshots, so it's nothing with the save itself. This issue was marked as fixed, but it most certainly is still an issue.

There was no indication about what "private" meant. It is a somewhat private server, so I marked it as such.
I've updated this with the messages it gives me. There are no html tags in your system, so I am unaware how to separate it from the rest of the text, so I did the best that I could what what I was given.
Also it doesn't help that the Development Versions page on the wiki has no download for 13w17a server, so I can't check to see if it's just something with 16a or not.
I tried to delete the idcounts file, but there was only one. Assuming you're running something other than Windows, because there isn't a resources folder. Issue persists.
Hm. I actually don't have idcounts files in the DIM1 and DIM-1 folders. Odd.
Yes, we've been to the Nether extensively, but not the End. In any case, there's no idcounts file in either place.
yeah, deleting the only idcounts file I could find had no measurable effect. Same errors.
Attn Dinnerbone: Issue has NOT been resolved. Attempted to run server with new 18c server executable, still refusing connections with "End of Stream"
I'll try that.
It did indeed work. By deleting the scoreboard.dat file, there are no issues logging in.
