I have been sitting in world with only grass andno spawning for anything else, i get loads of ocelots but for the last 45 minutes i have had no parrots spawn, parrots where in the jungle upon creation of the world but will not spawn, i can make video showing this if necessaryParrots will not spawn unless they where pregenerated witht eh world, once dead or tamed no new one will spawn.
Create a Superflat world with the following preset

I am getting the same issue and that when tryign to connect to the server
i have the same error on my windows 10 client but my server hosted myself on my ubuntu server i aint using realms but same error

in f3 i see only the ocelot that have spawned nothing else no parrots
I get ocelots spawning in the testing world i have just not parrots or do oyu mean in peaceful which i aint tried?

It is possible but everyone said to me golden bunnies spawn on sand i proved that wrong and it is grass, as far as i know, all passive mobs spawn on grass. Same issue with parrots which i have reported until it confirmed will never get fixed.
Flaming i will retest this then i hope i am wrong but if not i will need to know if you done anything differently and the length of time you used. I use command block counters to accurately test it.
what do you mean by this "Using a super flat world that only contains blocks in the first sub-chunk of every chunk helps a lot when testing mob spawning (no block higher than Y=15)."
if i am reading your saying it only works at y level 15 and below if so then that is bug to as it should work at all levels.
Oh thank you for info about logs thought they spawned on other things but grass.

I said spawner I've seen armour zombies spawn in the wild but none with the spawner I will test for another 3 hours
