Sorry of this has already been posted, but I couldn't find it using just the mobile site. Anyway, using a controller during gameplay seems to decrease the number of hotbar slots available if you

It still happens occasionally on single player worlds, and semi frequently on multi player worlds with noticeable lag on my LG G3 running 5.0
Just saw your comment. Tested it on 0.13 and it is still decreasing the slots until the world is reloaded
Yeah, it's shorter. Is that intended? If so I'm sorry, it just looked odd to me
