I tried removing even more structures and after removing about another 20, I could place structures again. It is odd that I couldn't place more structures after a certain limit but then had to remove more than just one structure to place another, almost like the structure limit changed? It is also odd that a Gather Allay counts as a structure that I was unable to place. Hope this helps.
