MC-240623a while back but it was closed and it just happened to me in a new 1.19.2 world. The seed is -2846530615507955984 and the coordinates are -112, 16.

I think that's a problem with your data pack not your game.
I'm gonna look for more examples of this bug.
Oh sorry, I couldn't find very much information, so I didn't know they were supposed to generate on top of the surface. I just thought they were supposed to be sticking out a little or something. I'm extremely sorry.
