Potions that give level 1 effects dont show the numeral after the effect, e.g.: a Potion of Night Vision gives, as shown in the item, "Night Vision (3:00)", not "Night Vision I (3:00)".
If that’s what you mean, the title also makes no sense at all. If you actually mean its sorting, the description doesn’t match the title anyway.
Edit: I had a closer look at the description, no - IV comes before V, not after V. IV is 4, V is 5.
