Happening to me too! I've tested it with and without a cape. With classic skins and with the character creator skins, etc.
I think armour is broken in general, I can't see it on players either in 1.14 beta
Sorry both screenshots are from Win 10 it is much easier to capture and put here on pc than on Xbox.
