It very interesting, it seemingly breaks at random.
If it is, it very wonky, for example if you are looking forward it still connect to the sides instead of the wanted result of connecting it downwards, and if you place three rails the first two would connect sideways but the the third one won't, and sometimes even if it already connected to a rail that going forwards and you place one to the side it would connect to the rail in the side.
Yeah and it might cause some lag as well, right? 1.15 is a performance and bug-fix update, and I think this should be fixed. Also can confirm that it still in the latest snapshot.
The original author has now made a edit confirming that this happens in Vanilla 1.14.4 and the latest snapshot version.
Can confirm this happens, I just walk in surface level and it happens randomly.
Was in 1.8.9 in Linux and this directory wasn't created even with the latest launcher. Don't know about latest version though.

Work as intended, you have to put it in an anvil so it can repair it and keep the enchantments.
Not a bug, your putting up your shield that why, do it with a empty slot.

Yeah, zombies eggs should be able to spawn baby zombies but that just my opinion. Anyways I can reproduce this issue.
