You don't have to specify the port of you are joining through 'localhost'. And believe me, I know how to use ports.
The fire should stay, but the thunder shouldnt create any fire, if the game rule is deactivated. Else after just one thunderstorm there will be tons of fire all around the world, ugly as hell. I have tons of experience in this as I have my own server.
Wouldnt it just be better to remove the fire created by lightning if the rule is deactivated?

While standing underwater looking in an angle you can see some sort of weird explosions from the rockets.

As said, I can't even join typing in 'localhost', so ports/network isnt a problem. Just tried to deactivate my firewall, still had the same issue.
I have tried dissabling every running program, including my antivirus, and it still says the same.
But I just tried to dissable it.. Nothing else that can cause this? Nothing special you changed in the update?
I found out that there was something wrong with my server.properties. But I can't find the problem?
Check out the attached file, try host a 1.6 server with that and see if it works.
