Changed Description:
When Player 2 joins a local Xbox One world that Player 1 is on, Player 1 gets an error that says: ‘You’re not invited to join this server.’ and on Player 2’s screen, it gets stuck on ‘Building Terrain’.

I just open my world, exit world then I see what is in the screenshot.
It's stationary, but I am sorry because I just figured out that this is caused by the resource pack RPG HUD. It will not work without it.
I am very sorry.
It also happens with brand new worlds, and worlds before the bug.
If it helps, both Player 1 and Player 2 are using splitscreen, and both are Xbox Live Silver (Free)
