Disabling vanilla data pack/tags disables game behavior

/datapack disable <pack> only works in the overworld

Enabled data packs still show up in the "/datapack enable" list

"/datapack disable" shows success message after a data pack is disabled rather than after it is run, causing inconsistencies with "/datapack enable"
