To recreate:
Place two droppers facing each other, north and south of each other.
Face east and place structure block on NE corner of structure with corner structure block SW and save.
In new area, face north and place load structure block and load the structure. Both droppers will now face south.

Is the block rotation kept if you don't rotate the structure when loading?
I am not rotating the structure when loading.
I place the two droppers N-S facing each other.
I then face east, place the structure block (save) at the bottom left of the structure and the the corner block at the top right (not sure which direction I was facing when placing the corner block, either north or east) and save using the defaults. I then face north, place the structure block to load the structure using the default values. The result is that the droppers are still aligned N-S, but the south dropper is turned 180 degrees.
