I found an ocean monument...GENERATED IN THE PLAINS! I made a few more worlds in the 1.11 Snapshot, and I used the /locate command to find an ocean monument, and i always turned up in a Plains biome, and a gigantic Ocean Monument stood in front of me with 3 screaming Elder Guardians. BIGGEST BUG EVER

1. Thats not a plains biome, its an deep ocean biome with lack of water. (the grass color of plains is more greenish)
2. If you were using the Customized World with the preset Drought, this is invalid as world generation may make assumptions and cause an ocean monument to generate out of water, no bug here.
Cannot confirm with Default world type, this is definitely a custom world.
Can you add a screenshot of the monument with the f3 debug screen enabled?
